Justin Harris



Justin specialises in dealing with complex cases on behalf of local authorities including occupational stress, bullying, harassment and assault cases. Justin also deals with substantial road traffic accident claims on behalf of motor insurers. Justin has experience of advising public sector clients on complex issues such as leisure trusts, sports stadiums, pension fund agreements and urban regeneration projects and is familiar with the requirements of public sector bodies in managing such projects. Notable cases include:

  • Rhiannon Pace v The City and County of Swansea [2007] – County Court, Lawtel 04.10.07: extent of statutory duty of highway authority to remove ice from the carriageway
  • Lawrence v Pembrokeshire County Council [2007] – EWCA Civ 446 – Court of Appeal: whether duty of care is owed to parent by social worker involved in child protection issues

Justin is a qualified solicitor and oversees all services within the practice to include private client in his role as COFA.

Justin is a contributor to seminars organised by CIPFA (the Chartered Institute of Public Finance and Accountancy), editor of the firm’s client insurance bulletin and a member of the firm’s management board.
